ETA on Level 3 City Hotfix?

I'd love to give you all more feedback on the state of 1.09o, but I can't play it for more than 40 turns. I saw that there would be a hotfix for this issue, but when can we expect it? 

Also, another big step in the right direction. I'm having a LOT of fun in those 40 turns, so fix this please so I can KEEP having fun :)

Wow, this and a major update for Rise of Flight with the new bomber.  All with hours of each other.....:D   I won't be sleeping early tonight, if at all......:thumbsup:    So this is gamer heaven!!!!:smitten:
