[Idea]-- make city building more interesting

So with 1.09n, we can now build as many Studies, Arcane labs, Workshops as we can afford.  Also, we get income from taxing populations.

I got to thinking: you could add an interesting layer of complexity to the game by giving bonuses for organizing cities. 

Like, bonus for building "neighborhoods" of adjacent bonus buildings... what if you could upgrade a block of 4 Studies into a Think tank, (or 4 Arcanes into a Mystic College, etc.)?  Something to reward specializing cities.

Also: buildings that increase/adjust tax collection

I, for one, think that this is a good idea. There was some talk, for a while, about giving bonuses for adjacent buildings from the devs. So I'm pretty sure that the engine supports this. I'm not too sure why it never went anywhere.

As for buildings that modify tax rates, I'm not sure about that either.
