1.0.9n BETA - 2 imperial farms but city is only producing 4 food (should be 8)

this was an enemy city that i have taken over...would that cause this bug?

... and before anybody asks, yes the imperial farms have been completed and yes the imperial farms are within 5 spaces from the city.
