[Sound Error 1.09] A Bip Occurs When Selecting Certain Cities

I have noticed this happening when selecting Minor Faction Cities. The standard city selection sound effect plays followed by a bip. Not sure if it happens every time but it does happen a lot. Just select those cities and you'll notice.
