1.09e049 campaign / pioneer

up to chapter 5 so far (getting near capitar)

 

...can't build stock pioneer.. but can design unit with pioneer pack and found settlements...

 

so.. is founding settlement supposed to be allowed at that point in the campaign? if so.. why can't one build pioneer? (it even shows up in the design unit screen). if not.. why is pioneer pack allowed?

thought i should point out that it was a campaign started under either 1.08 or 1.09.

 

then loaded under 1.09e049 from the autogenerated save game named end of chapter 1 (or some such).
