[BUG] Intimidation, both armies paralyzed

Just bought the game, updated to 1.09.  Besides the usual bugs, I've got one that I can't uncover any reference to in my searching.

Sandbox game, I have Intimidation but so does my enemy.  From time to time in battles I get a huge wall of Panicked! spamming over all units, the accompanying noise of which is like a drumroll or automatic weapons fire, and both my and my opponent's forces are frozen under their huge red Panicked! signs.  Only thing I can do is turn the battle over to Automatic at that point, but that seems to almost always lose battles my cat could win.

Am I unique in this?  I haven't had many other game stopping bugs, and only one crash, but this one kind of stinks.
