I don't like that weapons tech is a pre-req of armor tech

The logic behind it is better weapons cause better armor to be designed which in turn makes better weapons needed; however, a better way would to only make logical upgrades a requirement (e.g. light armor require basic armor) and a required level of military tech (warfare would need to progress enough for the better upgrade to come along).
I definitely agree on cutting/blunt weapons. I never research both because once you have one the other is essentially redundant because different weapon types are too similar to begin with.
As for armor/weapons alternating, I think that's probably a good thing. The way the tech tree works, it's really easy to bee-line to a specific tech, so forcing you to balancing your weapons and armor techs so you don't get out of whack is probably for the best. The biggest problem is that this means ranged attacks rule early-on because it's utterly impossible to get half-decent armor.
Requiring a specific tech level would do much the same as atternating armor and weapons, only you would have a bit more flexiblity in which tech you research.
Padded armor needs to come with the equipment tech, and the armor tech needs to give the leather armor currently you get with 'light armor'. Then you would have somewhat more comparible armor to the power of weapons early on.
Unfortunately, the tech tree doesn't work like that. It's just simple prerequisites.
Agreed; armor generally needs to come earlier in the tech tree, because right now you have to wait WAY too long for your first piece of armour. Heck, you can have bows researched by that time (and you have the master archer trait... they're already walking all over your enemies by this point)
Stardock could make it possible to use tech level as a prereq (and likely should so it is an option for modders).
