Cannot DESIGN Units

I can't design Units to the full extent.
No matter what faction I am, no matter what i research, the only weapons available to design with are the basic starting ones, and the only armor upgrades I can put on troops is a shield. Absolutely NOTHING else shows up. It is making the game unplayable because I can't design any units, obviously.
