Disappearing notable locations

I researched level 3 notable locations as empire and when I activated quests at 2 of them the rest of the locations had disappeared on investigation (reloading save and going to different ones) I discovered they were all giving one of two quests and as soon as I had that quest the other locations that had that quest were removed is this supposed to be this way?

Currently there are a very limited number of quests in the higher levels.  Level 2 quests there are a few repeatable ones, the potion collections specifically.  Level 3 quests I can't remember how many there are but there's only 3 or 4 I think and once those are completed the rest disappear because there's no quests left to give.  Level 4 quests there is 2 quests, Dragon Egg and Destiny's Tutor, unfortunately both also have bugs, I've never completed Destiny's Tutor and the Dragon Egg apparently you have to do it with your sovereign, not equip the egg and not save between getting and returning the egg (never had a problem myself but this is what I've read in another thread).  Once both level 4 quests are activated, completion not necessary, the rest of the quests locations vanish.

Hopefully later there will be many more quests (by SD and/or modders) for all levels and then this won't be an issue and you might not even see all the quests in one game.

OK thank you for clearing that up thought that was a little weird. and I started the Dragon quest with one of my children but had to finish it with my sovereign.
