[bug] 1.08 campaign stalled rallying other kingdoms

I am currently around turn 270 and cannot advance the campaign.  I reached the point where I was supposed to split my party into emissaries to send back and warn the 4 kingdoms while the rest of my party traveled west to the site of the Big Battle.  I have notified all 4 kingdoms of the impending attack.  I received the ship and troops from the northern-most kingdom and sailed to Parth(?) and received additional troops there.

It is the next kingdom South of Point Hope that is stalled.  I have landed my ship on the beach and sent one of my champions to the capitol (Tan-Takreet?).  I cannot get a response out of the Sovereign.  I have moved my champion (the farmer guy) all around the castle and get no response. 

A possible problem: I have a nearby town (level 3) that has expanded its borders to nearly surround Tan-takreet.  I have used their adjacent, unused fertile land tile to build a farm for my town, as well as built mines on the two iron ore tiles that are also next to their capitol.

I have no idea if my taking their resources is somehow interfering with my champion talking to the Sovereign, or if it is the simple fact that my towns influence border surrounds their capitol on three sides.

Or maybe that's not the problem.  Regardless, I can't seem to get reinforcements out of this Sovereign and move the campaign forward.

I'll try that and see if it works.  Thanks for the suggestion.

 

Update: Establishing a caravan trade route did not change the lack of status change re: Tar-tarakeet Sovereign.  I went ahead without their reinforcements and was able to finish the campaign without them.  (I trained two 8-man squads of Longbowmen using Cedar Longbows.  They were quite impressive in battle)

This most likely caused their part of the script to fire as soon as you got the message to split your forces. Currently though it seems that they fail to grant the noted materials, but that shouldn't block you from carrying on with the campaign.
