Curious about quests and notable level

I'm playing with the latest 1.08 patch and I saw something I hadn't seen playing on previous builds. I was exploring the map when, all of a sudden, quest locations popped up all over. I hadn't researched any adventure techs and had never seen these pop up so frequently before. There were very many notable level 2 through 4s.

I am very close to another civ so I wondered if they had reserached the relevent techs and I could also see what was uncovered, but I never saw this previously, even when close to other civs.

I just wondered if it was a bug or whether I have missed something in the patch notes.

Click the Kingdom/Empire button, in the bottom left corner. It shows the World levels for Quest locations, Notable locations, as well as NPCs. Along side your own levels.

As the different factions research the techs, the world level increases.

I don't care for this mechanic in particular... If the AI researches Adventure before you then you never are high enough in level to go into any quest locations.... I like that it levels up the locations but you should be able to enter any of them regardless of your adventure level.
