my movement value never changes??

I have a horse, speed boots, the magic item that adds movement, plus a movement advisor. Still only a movement of 2. What don't i understand??

oops, must be my slowest unit in stack is a 2. Why i liked organized, even a cost of 20.

UPDATE: nope, he is a movement of 2 even when alone.
