Soveriegn can't wear traveling boots

I noticed that my sovereign can not equip traveling boots at all.  He can purchase them, and he can have them in his inventory, but when I go to equip them, they just don't show up.   Is this working as designed, or should the sovereign be able to equip boots like this.

 

edit:  This also happens with cloaks that add movement.

Some equipment items have race/gender restrictions based on the model which we need to convey better or remove.

If you open the shop screen with a hero that can wear them, and cycle through your heroes, you can buy them with other heroes/sovereign that can't use them. If you have you sovereign selected and then open the shop screen, they shouldn't show up.
