Harbour query

How to build .

I have the technology, I have a nice 2 square beach with two empty spots behind (I'm assuming that's what the 4 space requirement means) within the city area, I have the gold etc. required, and still can't build a harbour.

Anyone have any suggestions?

Some of this is just a touch TOO arcane.

It was the city being too close to another to have buildable tiles on the beach. So, next question, can I destroy one of my own cities (he he)?

You can try destroying the buildings in the other city that are too close. Rebuild them on another side of the city. You need 4 empty tiles between cities. [X] [ ] [ ] [ ] [ ] [X]

Tried that, but I think a mine I couldn't destroy was still in the way.  Thanks for the suggestion tho'

You do realize that you have to build up to the beech with other buildings so that everything is connected yes? This threw me off for quite awhile.
