Can you combine singletons?

Can you combine single units into a party or better?

early game I usually make a single unit of an observer or some such. Later on I only make parties of troops. Is there a way to take three single observers and combine them into a party... what key strokes do you use if you can?

Yes, two of the more annoying features:  Cannot combine singletons and cannot upgrade already built units.  I should either be able to buy troops items at a shop or have an actual upgrade process where they go back into "training" and you're only charged the differential in cost.

So much this. Thats what I assumed would happen, when I chose to "upgrade" my troops the first time.  I was disappointed that this was not the case.
