Lets say I have a degree in something other than "hacker".  What do you mean I have to play with XML files?  What do I need to do in game that will allow me to create items for my characters.

There are several good tutorials on creating new weapons in the mods forum, and even a couple of good mods which have already done a lot of interesting things with weapons.

Also since things like this get lost on the internet, I was being sarcastic, of course he (I hope I'm allowed to speak for everyone, we would all like) would like an Item editor with a GUI, so we wouldn't have to muck around with XML.

Actually, I think he's talking about some kind of item forge system like MoM or Dom3. Personally, I'd love it, but I'm pretty sure it won't happen because the AI would be completely hopeless at that kind of task.
