I just realized that in my last half dozen or so games that Janusek never showed up. He always used to appear about the second turn. I have other people appear that I can recruit, but no Janusek. Was he removed form the game?
He always still appears for me on turn 2.
Last night I turned him into a killing machine by imbuing him early on and running him around with my sovereign. By mid-game both my sov and janusek had about 100 essence and 30+ int.. with 2 fire shards I was able to fireball any single creature for about 160-180 per turn with both casters.. or use the AE fire (blanking on name atm) spell to wipe out hordes of armies.. The final part of the master quest was incredibly easy with just these two heroes dropping that AE fire spell 4 times.. game over..
You may have the option for "janusk to give advice" (or whatever it is called) turned off, that will prevent him from spawning. Unfortunately if you want Janusk you have to suffer through his blather about "instantly building improvements on resources inside your area of influence" and assorted other incorrect statements.
Thats it, I turned off his advice. I will have to turn it back on again. Maybe once I have I can try turning off the advice again. SHUT UP Janusek!
Your problem is nicer then mine... since the last Patch he spawns, but I cant recruit him (by the look of it, since he is to expensive oO) without me making any changes to my setting 
I had two of him in my last game... maybe he was hiding there from yours.
