[1.08] Can't end turn (savegame attached)

The "end-of-turn" button is grayed-out, and remains so indefinitely (or at least, as long as I was willing to wait). Possibly an issue with AI code? I've linked to a savegame in which the issue has occurred; when the game is loaded, the end-of-turn button is grayed out, and remains that way. This is replicable for me across system reboots.
