This is in 1.08. Is this really how it is supposed to be? This is in sandbox. Reaper also costs 1200 and does 8 dmg.

The whole shop thing needs to be scapped and fixed from the ground up. Why does it cost 95G to get a war staff? Don't you find those things lying on the ground? Worse case scenario you need to cut one from a tree. Anyway the shop economy is out of proportion to the rest of the game, so some other factor need to limit what items heroes can get. Non-magical shop items should be pretty cheap, though not particularly powerful.
The biggest problem with shop costs is that a single common solider can be equipped much more cheaply then hero, and only advantage hero has in combat against common soldier is bigger health and slightly higher attack/damage due to stats.
Not to mention that hero health advantage stops being advantage after soldiers are grouped in parties of 3-4, increasing their survivability dramatically. Or if they gain level or two (soliders gain 3hp per level, 4.5hp if experienced, 6hp if veteran... and all that is for free, unlike heroes).
I usually hate when people tell me to do that but... Just mod it. It takes 5 minutes even with my lowly skills!
I know, we shouldn't be expected to mod our games into shape, but since we pretty much swallowed the bitter-relase pill...

Yeah, I feel like they just moved a decimal point over one too many. Not to mention that before the update, lord hammer did 40 dmg (which was a bit ridiculous with a group of 12, but not too ridiculous for your sovereign). Great Scimitar is 2800...does 14 dmg.
Yep. The cost for shop equipment should be calculated on the base of what equiping a soldier costs:
Gold like for a soldier
+ 10 * amount of common material (material) in gold
+ 20 * amount of uncommon material (iron) in gold
+ 50 * amount of rare material (crystal) in gold
maybe *1.5 so the shopkeeper and his 6 children doesnt starve.
