Question on the resource discovering techs

the new resources they reveal, are they visible to all players, or just the players with the tech?

Somtimes I get resources randomly pop up for me, and that's what I assume it is.

Change suggested:

Discovering those techs will reveal untapped resources only to the player with the proper tech

Built resources are still visible to all players.

Can someone confirm though that it works how I think it works?  Right now, it's like you usually shouldn't research the tech, as the AI will do the work for you.
