[Gameplay] Global and Local Food

To make city expansions more strategic how about:

A city with a local (withing the city limits) food source get a population bonus. With food available locally the population increases quicker. Global food remain unchanged, no bonus.

or

Punish a city by not having a locally grown food source with a food penalty. Slower population growth.

Or cities without local food require 1.5X or twice as much of the global food supply to simulate transporting the food.

 

 The consequence of slower population growth would eventually disappear as the city gets to a higher level, but if you have a constant increased food demand maintaining that mining town would have a real trade off to the benefit of providing metal.
