[UI] City screen improvement

1) On new level pop-up, you should be able to see the city, its BUILDINGS and RESOURCES (Obvioisly, to select spec.)

2) On new building window in lower-left window, you should be able to see BUILDINGS and RESOURCES (To see what is present)
