Is it possible to mod the rules and distribute it via impulse?

In the journal, frogboy leaved some comments and example about the modding that could be done in elemental. According to the GUI, You can download new maps, tiles and quest.

But originally, they said that elemental would have much more modding capabilities and that you would be able to change the rules throught XML editing or Python coding.

Now maybe this feature is not implemented yet in the interface or maybe these mods will not be available via impulse. Players will have to manually distribute and install the files.

1) It's not available yet

2) I seriously doubt distribution of our code will be over impulse. Like, no way ever.

It would be hilarious if we could just choose from 1DN, X+YDN and whatever that interesting system Larienna came up with at the new game screen. Maybe even agree before a multiplayer game. If we could choose via impulse things would just be a little too crazy I think.

So it will be possible to mod the rules but they won't be distributable via impulse?

That's how it looks. Are you talking about impulse:reactor? Because that's a whole different story. But it almost certainly won't be on Impulse.

Impulse is the download manager you used to get elemental updates.

Impulse:reactor is the framework through which we will upload mods and similar in-game.
