[bug] Refined economics had no effect

My total output didn't change and I checked the money screen on each city and the bonus didn't show up.

Think this is affecting Refined Housing as well.

You also cant choose which hero is going to lead a group....takes the highest lvl hero i guess & it keeps me from casting teleport on a unit....
