Do heroes actually contribute?

I am slowly starting to figure out the numbers behind Elemental, and am now trying to understand if and how the heroes actually contribute.

I've got an "administrator" hero that supposedly boosts a city's production by 10%.  I assume that is supposed to happen by him merely being in the city?  If not, how do I make him contribute?

Then, how do I see that he is actually making such a contribution?  

Right now, I've got him in the city, and I've opened up the city information tab, and don't see anywhere that there is a 10% bonus being added to anything.  Since the game seems to be good at showing every bit of the math, I think maybe this guy isn't really doing his job.

10% more production means the city produces buildings faster. You can see his contribution under "building ratio" which should be down to 0.9.

Just buildings ? Why is it called "Administrator" and not "Architect" or "Constructor" ?
