Enemy Factions do nothing!

I have played several games now under 1.07 and the factions I go against do nothing but stand next to their town.  They build nothing and do nothing.

Now when I played a game on 1.06 the factions did everything as they were suppose to do. 

Is this a bug or did I accidently turn on the "stupid" button under options for NPC's?

You are aware the game has minor factions also that NEVER did anything, they AREN'T supposed to do any thing, right? Now clearly if you are talking about the other SOVEREIGNS like Kraxis...then there is an issue.

Minor races provide a few things..

1) you can negotiate treaties/alliances with them including dynasties..

2) if you conquer them and hold the city (i.e. do not raze it) the city is a source of crystal and if you are empire usually ogre units.

3) a possible buffer between you and other factions (even if its only a minor delay)

 

Now Frogboy has said minor races are soon to change a tad.. right now the city stays at level 1 for ever.. they are talking about letting them expand these cities to level 5 and that they will defend these cities very well... so stay tuned for that...

Well they serve the same purpose as minor civs in GalCiv 2, you can trade with them, etc, but they don't expand they just seek to be left in peace. Think of them as the 1900's Sweden of civilizations essentially. Of course they are useful for breeding as they do produce magical children.  Similar things are very common in these types of games. Even the upcoming Civ 5 has minor city states whos only purpose is political and financial gains.

I'm confused.

I'm talking about the Sovereign's and their faction.  You know, the other Kingdoms in the land? The ones with the town in the center, the sovereign standing next to it and the 9 "boxes" of space that constitute their territory.  The ones with the yellow/red lines that make their border. 

The NPC kingdoms don't expand their kingdom, create troops or build new cities.  Yet in 1.06 they clearly did.  They built armies, they created new towns, built improvements. 

For whatever reason my NPC sovereigns/kingdoms/whatever no longer function in the world.

This is clearly wrong, no?

Yeah if you are talking Sov's and not minor empires they should be doing stuff. Mine do. Wonder whats wrong with yours....

Yes, that would be clearly wrong.  I'm still having trouble figuring out how to tell the minor factions from the major ones though.  I've definitely seen factions do 'nothing'.  Although now I'm thinking that maybe they were a 'minor' faction.  Is there some indication that I'm missing that the faction is 'minor'?

Yeah its easy, the Major factions are the 10 that you can pick to play as. All others like the Snathi, Pompels, etc etc that you can't pick to play as are Minor.

I sure hope SD does something with the AI... one thought I had would be to make it so that if your sov declares war on another sov then takes him and all of that Sov's cities over then the others of that faction unite to try to stop you.  If you are Kingdom and do this to another Kingdom Sov then both Empire and Kingdom factions unite against you, if you are kingdom and do this to a Empire Sov and maintain peace with Kingdom Sov's then only the Empire Sov's unite against you. 

At a high strategy level this means as you take control of the land you must remain vigilent to not go too far or there might be consequences you cannot handle if you make a aggressive move too soon before your power it truely consolidated.  you can war on others but taking the life of the Sov would place all other Sov's on notice that they are next.

Yeah its a valid point, civ 4 gives you a relationship penalty with all civs for "Warmongering" so something similiar should probably be in order (if it isnt already I don't play the Diplo part of the game much)

My most recent game, I noticed this same problem.  Had one 2 Empire factions that actively expanded, and declared war on me (I was Kingdom) but the other kingdom faction (Altar, my next door neighbor) petered out after building a couple of cities, and then after I killed the 2 empie factions, I started exploring the map, and all I ran into were minor civs, this was in an 8-faction game, mind you, and all the others never seemed to expand....
