Well, I'm pretty disappointed in Stardock at this point, and figured I'd post a transcript of my attempt to get a refund(names redacted). In short, they don't give refunds when half a game is missing.

So I guess my technical issue is that multiplayer is not currently
working. From what I've read from the forums it will be added in the
future, but since it is not enabled yet, I'd rather have not bought the
game yet.

reasonable means, we will instruct you on how to receive a full refund.

That seems like a pretty severe technical issue to me. I'd expect a major
feature such as multiplayer which was advertised on the store page to be
included at the time of release. It would be like releasing a game
without graphics when advertising 3d graphics.
The game even has a multiplayer button which doesn't work.
Are you sure I can't get a full refund?
