Bug - Can't place settlement since 1.07 update

Since the update, I can't seem to place a settlement with a pioneer.  The action button is 'greyed' out and when I click it I get a warning that says the tile must be empty to place a settlement.  This is in a saved game, so I am not sure if that is the problem.  I will start a new game and see if that clears the issue.

May be a bug, However I had the same problem and in may case when I zoomed out to the cloth map I discovered I had founded my city surrounded by forest (even tho on the screen it didn't look very foresty) turns out you can't build in a forest.

My pioneers are greyed out pretty often, but clicking on the icon seems to work anyway.  Is the pioneer part of a stack?  Have you tried selecting it before trying to place a settlement?

I don't have the game handy at the moment, but those are a few things I'd try.

The feedback isn't that great.  Sometimes you might be too close to another city (gotta be 5 tiles away, I think).  You could be on terrain that doesn't allow it.

I had that message because i was trying to settle on a caravan road...

Kind of a lame way of making a tile "not empty"

If you're getting a tile not empty message, as others have said, make sure you're not on a forest, hill, road, etc.
