[Gameplay] Cityguards (can't move out, but defend)

I think it would improve the gameplay, if there would be real cityguard units in the game. The AI don't need to train them, they just take part in tactical battles when defending cities. They are the local population. The plebs and the nobels and they don't go to war with the sovereign. They just want to defend there homes.

The level and number of units would depend on the warefare tech.

With this option the game for the player would be more challenging.

The difficulty level of the nation could determine the existence and the power of the guards. Or it could be a detached option.

And the AI vs. AI battles? I don't know if there is needed this for the calculation. I think no, because the attacker would fall most of the time.

There was a thread about adding some form of a militia to do this at the end of the Beta phase. https://forums.elementalgame.com/390248 Frogboy showed some interest, but so far nothing has been done with it. I still hope it makes it into the game, it might make attacking towns more of a challenge. It would also prevent the whole 'city captured and destroyed by a single peasant' issue.

Perhaps,

1. Build a Militia Training Grounds. This allows you to build Militia Units.

2. Militia Units cannot leave the city and cost less than normal units. Players can design their own militia units.

3. The number of militia units is limited by the population of a city and do not consume population. I.e. population 10 = 1 militia max, population 100 = 10 militia units max. Militia losses reduce the cities population. Example: Loss of 5 militia units reduces population of city by 5.

4. Militia units do not fight in the face of overwhelming odds (30 point militia unit faces 300 point army = militia unit doe not fight, 30 point militia vs 30 point darkling attackers = militia fights)

5. Militia units are activated only if there is a champion in the city to call them to action. This increases importance of recruiting champions.

6. You can only build experienced militia units or militia units in patrols or squads if there is a champion in the city to oversee the training when Militia units are purchased. This increases importance of recruiting champions.
