The Halp! above is because I can't find the damn thing. It doesn't seem to exist in my Elemental folder. Am I looking in the wrong place?

if it doesnt exist then create one, it should be created in the elemental directory , just make a new folder called Mods and voila !

There are also a number of modding guides at the top, stickied. They can help you getting started with mods, xml, and the general state of affairs.
