I would like to see your ability to use the resources of captured cities limited until a champion is named lord of the city and stationed in that city.
This would increase the value of recruiting champions. Do I use this champion as a combat unit or do I assign him to govern a city?
Example: You capture City Y. Until a champion is named lord of the city you can't build new buildings and your ability to contruct combat units in that city is limited. Without a champion in charge a captured city can't grow to the next level.
Now, if you as a player want to expand your empire you need to recruit champions to control the cities that you capture. These champions may have traits (i.e. Cruel) that affect the loyalty of your new subjects and the tax revenue generated from that captured city.
These champions; in charge of the city, may send their lord an occasional message (pop-up) that describes the state of affairs in their city or requests that some action be taken.
- Example: Sovereign, the people of City Y doubt your concern for their welfare. A visit by your court within the next 3 moons would be helpful in soothing the unrest. (If the Soverign does not visit the city within 3 months it revolts and its Champion assasinated).
- Example: Sovereign, a great drought has hit the lands of City Y, a grant of 100Gp is needed to avert stavation. (If the Soverign does not give 100GP then 25% to 50% of City Y's population dies due to starvation).
- Example: Lord, the people of City Y have honored you by commissioning for you the crafting of the steel shield that accompanies this letter. As always, Baron Ayers.
- Example: Lord, a shortage of housing prevents the City Y from growing. As always, Baron Ayers.
- Example: Lord, a found the entrance to an ancient ruin that lies close to City Y. (The Sovereign can enter this ruin)
- Example: Lord, believe that my services for governing City Y are worthy of additional compensation. (If not paid additional compensation the tax revenue from this city may decline (corruption) or the Champion may lead a revolt that turns the city into a minor kingdom lead by him).
