Raising quest level

Does anyone have a list of techs that raise your quest level in adventure and domination? Not the level of quests that appear but the ones that raise you level of ability to do quests. I have level 4 quests appearing now and real tough creatures because i was researching all types of tech to raise my level but none did. stuck on level 2. I saw another post in regards to the dom/adv techs but it was confusing to me cause it didnt seem to spell out which ones raised your level as opposed to the avail quest level. This really needs to be spelled out better in the tech description.

Yup...thats the post that confused me. when it says "raises Quest Q3" does that mean it raises your ability to do quests to level 3 or that level 3 quest location appear on the map?
