Bug? City tiles being used up on resources... (1.06)

When resources are near or discovered adjacent to a city then upgraded to provide the resource the object takes up 4 tiles of the 50 tile max of cities. For example, I had a city that had a lot of resources that got put inside the city limits, by the time I was ready to specialize it to have Mints, market etc. I couldn't due to the resources taking up all the tiles. Did a test, put city all alone had 50 tiles of build room, put one adjacent to a fire shard and had 46 tiles of build room.

Not sure if this is intentional but it makes it a bad idea for now to build cities right next to the fertile ground or mines at the start if you want to get as much as you can out of the city.

Suggestion: If intentional, should instead make it so that any resource inside city limits not cost tiles, but can be upgraded further at the cost of 4 tiles

It sucks i know. Particularly when you have no choice in it getting added to your city.

Anybody else had 3 gold veins spawn touching a city before? (adventure research) Boom 12 tiles gone.

On the flip side you do gain a fairly nice bonus by having your resource inside your city walls. Namely that the enemy cant destroy it without killing your garrison and takeing the city, stops hit and run attacks from wild creatures ruining your economy.

If I remember this was done on purpose, so that you expand into other cities to get the tech you want instead of teching up everything on the first city or even major stuff on the first city. Eh it sucks, but it can be done later. Also the AI has the same rules now so we don't see on turn 20, so and so world item used by the ai so quickly.

It's nice that they've made the AI follow the same rules as us. And i would even call it a feature rather than a bug seeing as it gives you the option to protect a resource behind your walls or leave it vulnerable as a trade off for city building space.

The one and only thing i have a problem with is when you get the reveal resource techs and it reveals a resource adjacent to your city. There's no choice in what you do in this case and that should change imo.
