Same error showing up here, first game with 1.06.19.
Hoping it was something that simple I first stopped all queued movement.. no luck. Then I made absolutely sure nobody was trying to move by using up every movement point on every unit available. Then I just flat out deleted every unit, including active caravans, except my sovereign. I alternated killing a lingering wild darkling warrior and an enemy pioneer hanging out near one of my cities. I theorized that a neutral sovereign whose path back to her kingdom was cut off by the newly expanded border of one of my cities was the cause.. unfortunately she demanded more than I could give for a non-aggression treaty, so I did the next best thing and declared war. No luck. In desperation I dropped back to a previous saved game, 5 turns earlier.. and had the exact same thing happen. So yeah, there's my fourth attempted play through turned to ash.
As an added bonus, there's an excellent example of the mysterious shrinking squad bug on my sovereign's army in this save. The lone Footsoldier and the 2-person squad next to him were built as 4 man squads. After taking the city they seemed to be healing back up towards full just fine.. then I made the mistake of saving the game, and on reloading they're now permashrunk.
