Updates: can I download and install from a flash drive?

If you use the 'Download and Archive' feature in Impulse (right click on the game), you can download a .archive file, which you can transfer to the other computer, and use Impulse to restore the archive (blue menu button, upper left). This will get you the full game, not the update, but it will be the most up-to-date version available.

Would I be able to do a reinstall of the full game and then resume a saved game or would a new game need to be started.
PopeBucky, I believe Rosco missed you saying that you're without internet, because I'm fairly certain the method he describes requires you to be online to install. For an offline installation, you can download a pre-made archive from http://anywhere.impulsedriven.com which can be installed offline. Everything else applies, though.
Your saves should be kept intact, and as long as the new patch doesn't invalidate them (1.06 invalidated 1.05 because they had issues with 1.05 saves after the patch) you should be able to resume them just fine.
