caravan didn't connect cities...

So, I sent one caravan between two of my cities, and voila, a nice road appeared and the caravan did it's thing back and forth.  I made another caravan, and sent it to another of my cities--albeit much farther away--and although the caravan and it's guards disappeared, no road was made and the caravan was never seen again.  What are the rules regarding caravans?

You didn't do anything wrong--that should work. If you have a savegame that you can try this again from, it may help us resolve the issue faster.

I don't have the save game unfortunately.  The two cities' that did not connect had influence borders that weren't touching, that's the only difference I can think of...
