[Major Nuisance] Placed structures get moved when placing

When I click to place a new building in a city, often the game immediately moves/shifts my perspective and places the structure in a totally different place.  It's like the game tries to center the screen on the city or something right when I click, then it builds the structure at wherever the mouse happens to be at that moment.

This is incredibly frustrating, and it happens a lot.  I've had it happen when I'm zoomed way in and when I'm zoomed out.  I think it happens least when I'm zoomed WAY out, but then it's a pain to figure out where I'm placing the structure.
