I try to cast the spell and nothing works. I have the 10 mana and my guy can be either in or out of the city and it doesn't work. All I get is the red square when I hover it over a city or move it around the city area on the map trying to find a "green" spot where it will work. Am I doing something wrong?

Try casting it on the farm, that is only place it works for me.

The targeting on the city buff spells like Nature's Bounty is really finicky. I have found that it works fine for me if I do two things:

a) Sovereign is outside of the city when he casts; and

b) I zoom in fairly close to the city before casting.
