Can't talk to certain people?

I'm standing right next to Rilis, and I can't talk to her. I have researched up to legends, what gives?

If you don't have enough money to hire a champion, the talk option is automatically deactivated.

You can see if you can't afford the hero by clicking on them, then clicking on the actions tab and hovering over the hire button.
