Odd graphical anoyance/ bug

When champions level up, I am getting the wrong cursor (it's the one used to move units during combat) and it is very difficult to get this cursor to work to make a selection which attribute to raise. Like 5 minutes of fiddling with no way out of the screen.

Anyone else having this problem? (I'm using XP)

Also, is there a centralized place for reporting bugs like this?

I get it to but if you use the top left of the X on the cursor it will work. I am also running win 7 64bit
