Anyone else have anything like this pop up in their game?
I'm just praying this thing doesn't decide to rampage through my cities (note, most shrill lords in the game are lvl 6 or 7)
funny, but in german 'Schrill' means something like bizarre. very fitting here, I believe. 
Look like an integer field overran or something. But how could that happen?

Yeah that has to be a bug. Even if level 69 was possible to get on your sovereign you couldn't get stats like that.
He's just wandering around right outside the borders of one of my cities. On the plus side, if Kraxis tries to attack me, he'll have an unpleasant surprise sitting outside my borders.
I actually ran into a crazy powerful drake. I've got the screenshot but the link is at home so I can't post it yet.

something like 2.8 million attack
9 million hp
800,000 combat moves

Cari asked me to put the save on dropbox for them and you might want to do the same for the support forum so they can figure out what causes the god creatures to manifest.

well at least he's only got 119 of his 32601 hp, just send 12 Vigilant demon's to go zap him and he's gone. Unless of course you're a kingdom faction, then your screwed.
