Problems with battle (new patch)

When I am trying fight with enemy or enemy wants fight with me sometimes there is tactical battle and sometimes I play no tactical only global fighting (I can't choose auto battle or fight tactical) armies are fighting on global map. Another time in tactical battle I see only white cloud screen.

At the Option screen Set Tactical Battle Treshold to 0.
