[CAMPAIGN BUG][1.05] Cannot build any structures in one town, troops can't pass Barricade(even though my main guy already has)

2 Problems:


1) I built a new town, but can not build anything in it. no huts, No market, nothing. I can build fine in all other towns. This town is very close to the Blue NPC Fortress in the beginning of the campaign (4 squares away)


2)Units I train cannot pass through the Garrison, even though I completed the quest and was able to go through with my hero and the army that was with him at the time. 


Any ideas?

We have a repro on the second one, but if you have a savegame for the first we can look and see just what's going on there.

Great! I know I've seen the 1st bug pop up a couple of times in the support forums, so I don't think it's a one-off.
