At the start of any game i play i am unable to create my first city as clicking the button to create brings up my soverigns equipment screen. This wasnt happening the first time i launched the game but now its always happening and i am unable to really play the game until this is fixed or a soloution is given to me for what i am doing wrong. It worked when i last played in beta 3 so i suppose it is a bug
