Shaking movement that prevents me from moving

I've noticed that, at times, when I try to scroll on the map, the scrolling movement gets all jittery and stays in one spot.  I basically can't move around, it keeps jumping back to my previous spot, hence the shaking as it moves back while I am trying to move in another direction.

If I select and focus in on another unit or city, it seems to stop.

Are you in city build mode when you do this? By default the game will zoom in on the city and stay there if you've got the build menu open, but you can toggle city zoom in the options.
