Campaign Book 1 done and now

I rather rushed through the campaign in about 3 hours and I'm wondering, will further books be released as free updates or paid AddOns? So, from this point of perspective Elemental seems to be a pure Skirmish game as the campaign so far is well written, but way to short for a full prize game. Or is this just a bug that the next book is not unlocked?

We're planning to add more books later, but yes, the sandbox is the primary focus of the game.
