[1.05] [gameplay bug] - Zone of Control

I've noticed that in 1.05 (and indeed, earlier version) the accuracy of detecting whether or not objects are within your "zone of control" (expanded border of your cities). For example i was able to build on a gold mine that was 1 tile out of my zone of control. But in other games, there have been improvements that have just been within my zone that I could not build upon. Same goes for NPCs and trying to recruit them.

Hi,

In 1.05, you are allowed to build improvements on resources even if they are outside of your zone of control if they are adjacent to one of your cities.  Was this the case with the gold mine you mentioned above?

However, I can't think of a reason why you shouldn't have been able to build on a resource that is within your zone of control, like you mentioned in your last sentence.  Do you have a save game that shows this that we can take a look at?  Thanks.

An Ancient Library that was outside my zone of influence but adjacent, would allow me to contruct it (paying 5 materials). But no matter how many times I loaded the game and tried different things (no building orders in the city, different bulding orders...), as soon as I hit End Turn, the Ancient Library would stop building and I would not get my materials back. It would allow me to try to build it again but same results.

I'll try to repeat it again. Especially because I overwrote the saved game by accident.
