City Not Expanding

For some reason, one of my cities isn't progressing past level 1. It is a city I conquered from an NPC, it has 115 citizens, but says it needs 50 to progress to level 2.

 

Is there some secret to get this city to actually reach level 2?

Minor race's cities can't level up. We're planning to either remove that limit or communicate better why they can't.

I actually would like it if the minor races did level up a city, but they just don't build more than a single city. Therefore, the longer you let that little guy grow, the more difficult it would be later.

If that's the case, we need an option to raze a city when we conquer it so I can put my own city there (is there an option to do this already? I haven't seen it).

There's a cludgy workaround - let the newly taken minor city get razed by monsters, then rebuild your own city

Seems obviously bugged, but you can use that method until they fix it

Yes, you need to research it in the warfare tech though. It's in the same branch as siege.

 They already do. Inevitably the sovereign is married, and for some reason they seem to be baby producing machines. Leave them for any length of time and you end up with an army of heroes, which can get nasty when they all have traits like Hardy.
