It's a glitch that has always happened between WindowBlinds and IE if you use transparency on your scrollbar thumbs. Instead of honoring the transparency, it appears to pull a copy of the background up and down with it.
There is no fix that I know of. I just try to avoid using transparency there. For example, if I want to have rounded ends on the scrollbar background, I incorporate the rounded parts into the scroll button images instead of the scroll background itself. That way I don't need to use transparency on the scrollbars.
Also,the disabled tray state is always cut off at the top.

the image has an inner shadow and inner bevel with texturing...cant make a button that blends with that
