Idle AI opponent -- builds no city improvements [actuallly was a minor race]

Twice I created a game in a small map, normal AI and normal world difficulty, with 3 AI opponents. Unfortunately, in each game I found one AI opponent that did not build any city improvements. Has anyone else experienced this?

Observe the following two pictures:

Closer look at the bad AI player.

 

In the first picture, we see the cloth map of the known world. All except one empire have developed their cities.

In the second picture, with the undeveloped city, we see that the AI did not bother getting the goodie huts near it's town.

 

Anyone else observe this kind of behavior?

There are minor kingdoms that don't do anything.  If you conquer them you'll have access to the unique unit building they are next to.

Minor races do not expand. They exist purely as guardians of the critter resources.

Would be much more fun it they expanded, only slower than normal nations. It doesnt make the world seem alive if someone just lives there and the rest of the world changes without them.

I have run across this as well. In fact, I ran across it twice and I believe both times it was the same NPC you have in your screen shot.  Perhaps its a bug with his AI.

Oh, that makes sense. That also explains why they don't show up in my foreign relations menu.
